The Redevelopment Agency offers a variety of housing programs designed to assist families of low- to moderate-income.  A brief description of and an informational brochure for each program are provided below.  Please contact our Neighborhood Housing Program staff for further information.  To do this, please use the “Contact Us” navigation button located on the left side of your screen.

 

 

Great Neighborhoods Program

The City of Redlands Great Neighborhoods Program (GNP) generally provides loans of up to $30,000 to do repair work to single family owner-occupied homes. However, for rehabilitation projects that exclusively correct code deficiencies, GNP provides loans of up to $45,000. We are currently marketing this program and applications are available now for interested homeowners who need repairs.

Emergency Repairs Program

The Emergency Repairs Program (ERP) provides emergency housing rehabilitation repair grants of up to $8,000 (with the possibility of an additional $2,000 with additional owner-provided matching funds) to very low income single-family, owner-occupied and mobile home owners. The program is currently accepting  applications for the 2008-09 fiscal year.

Home Paint Program

The Home Paint Progam (HHP) provides income-qualified single-family, owner-occupied and mobile home owners with financial assistance of up to $5,000 for exterior painting when current conditions meet the criteria for a code citation from the City. The program is currently accepting applications for the 2008-09 fiscal year.

First-Time Homebuyer Program

The Redlands First-Time Homebuyer Program (FTHB) provides up to $75,000 in down payment assistance to assist qualified low- and moderate-income households with their first-time home purchase. This program may be used in conjunction with various financing options in order for households to establish a sufficient down-payment and purchase their first home. Funding is available on a first come, first serve basis.

Historical Home Rehabilitation Program

This program provides deferred loans to rehabilitate historically significant residential properties  that are listed on the Redlands “List of Historic Resources” and can be located within or outside a Redevelopment Project Area. Eligible applicant properties within the Redevelopment Project Area may be owner or renter occupied.  Homes located outside of the Redevelopment Project Area must be owner occupied.  Up to $50,000 may be utilized to structural repairs and to address code deficiencies.

Assembly Bill 987 - Covenant Inventory

In accordance with the requirements of AB 987, passed by the California State Legislature, a worksheet describing existing and substantially rehabilitated housing units developed or otherwise assisted with Low- and Moderate- Income Housing Funds, including units counted to meet inclusionary and replacement housing obligations, is posted below for public review. Please be aware that this is only a listing of affordable housing that has been assisted with Low- and Moderate- Income Housing Funds; It is not a listing of currently available housing. This database is updated once annually.

Rent Stabilization for Mobile Home Parks

The Redlands City Council adopted Municipal Code Chapter 5.48, "Rent Stabilization for Mobile Home Parks" due to a shortage of available mobile home part rental spaces and to protect mobile home park tenants from experiencing unreasonable rent increases. Mobile home parks that are governed by the municpal code must have been built prior to October 1, 1981. The Rent Stabilization Municipal Code only applies to owner-occupied mobile homes that are on a month-to-month rental agreement.  Tenancies covered by lease or contracts which provide for more than a month-to-month tenancy are exempt from the Rent Stabilization Municipal Code. However, upon the expiration or other termination of any such lease or contract, the monthly space rent or its equivalent provided in such lease or contract shall become the base rent for such space.

The City's Redevelopment Department conducts annual monitoring of any rent increases that occur in mobile home parks governed by the Municipal Code.  Mobile home park space rent increases are based on the U.S. Department of Labor and Bureau of Labor Statistics, Consumer Price Index for Los Angeles-Riverside-Orange County. Currently there are three mobile home parks that are governed by the Rent Stabilization Municipal Code as follows:
