New Homebuyer Workshop

Attend a free workshop on Saturday, March 20th, 2010, at the Redlands Senior Center, 111 W. Lugonia from 9:30 - 11:00 a.m.  You will discover the tools you need to purchase your first home and find out if you are eligible for the Homeowner Assistance Program with the City of Redlands and County of San Bernardino.

Neighborhood Revitalization Program

Additional funding for another 80 residences has been approved for the Neighborhood Revitalization Program for the remainder of the 2009/2010 fiscal year. The program is designed to provide single family homeowners with $10,000 grants for exterior home improvements. A map of the approved target areas is attached. If you live in one of the target areas and meet the income qualifications, please fill out the attached application and submit it to the Redevelopment Agency at 210 E. Neighborhood Stabilization Program

Thanks to the Federal Housing and Economic Recovery Act of 2008 (HERA), there are ample funds to provide assistance to homebuyers who are looking to buy foreclosed homes located in Redlands neighborhoods.  Known as the Neighborhood Stabilization Program, this federal initiative is designed to meet the needs of communities that have been heavily impacted by foreclosures.  There are many eligible homes and neighborhoods located throughout the City of Redlands.

The City of Redlands wants lenders, realtors and homebuyers to understand how easy it is to claim up to $55,000 in assistance for qualified homebuyers interested in buying a home in an eligible area.  "Make the Move" targets home buyers with incomes at or below 120% of area median income.  For example, an eligible family of four would have a maximum annual gross income of approximately $74,400.

Vista del Sol Senior Housing Facility

Applications are now available for senior housing at Vista del Sol, a new 71-unit senior housing facility located at 1320 Webster Street in Redlands.

Housing Partners I, Inc. is the non-profit arm of the San Bernardino County Housing Authority and the developer of Vista del Sol.  The Redevelopment Agency assisted this project with a $4 million forgivable loan and has secured affordable units.  Of the 71 units, 42 units are for low-income seniors and 11 units for very low-income seniors. 

Beacon Management Company will have representatives available to take applications and answer questions every Tuesday and Thursday from 8 a.m. to 12 p.m. at the Senior Center located at 111 W. Lugonia Street.  Applicants can also receive assistance by appointment by contacting Beacon Management at 909-793-4535 or housingintake@beaconpm.com.

Rent Stabilization for Mobile Home Parks

The Redlands City Council adopted Municipal Code Chapter 5.48, "Rent Stabilization for Mobile Home Parks" due to a shortage of available mobile home park rental spaces and to protect mobile home park tenants from experiencing unreasonable rent increases. Mobile home parks that are governed by the municpal code must have been built prior to October 1, 1981. The Rent Stabilization Municipal Code only applies to owner-occupied mobile homes that are on a month-to-month rental agreement.  Tenancies covered by lease or contracts which provide for more than a month-to-month tenancy are exempt from the Rent Stabilization Municipal Code. However, upon the expiration or other termination of any such lease or contract, the monthly space rent or its equivalent provided in such lease or contract shall become the base rent for such space.

The City's Redevelopment Department conducts annual monitoring of any rent increases that occur in mobile home parks governed by the Municipal Code.  Mobile home park space rent increases are based on the U.S. Department of Labor and Bureau of Labor Statistics, Consumer Price Index for Los Angeles-Riverside-Orange County. Currently there are three mobile home parks that are governed by the Rent Stabilization Municipal Code as follows:
