The Commercial Rehabilitation Program

The purpose of the Commercial Rehabilitation Program (“CRP”) is to provide funding for corrections of code violations and exterior beautification enhancements to privately owned buildings.  Additionally, the Program is to assist in stabilizing the City's economy by providing financial resources to improve and enhance the appearance and functionality of commercial buildings located within a project area of the Redevelopment Agency of the City of Redlands.  The basic elements of the Program are: 

  • Facade Easement - provides up to $50,000 facade purchase
  • Non-Restaurant Loan -  provides up to $50,000 amortized up to 20 years
  • Downtown Restaurant Incentives Loan - provides up to $100,000 amortized up to 20 years

Storefront Signage Improvement Program

The Signage Improvement Program has been established to provide financial assistance to property owners or tenants of commercial buildings located within the boundaries of the Redlands Redevelopment Project Area to replace any legally existing deteriorated signage and/or appurtenant framework, improvements and/or parts on their buildings that faces a public street (the "Eligible Signage").  Eligible applicants may receive a rebate (reimbursable grant) from the Agency for up to 50% of the cost of any eligible work.  In addition, the sum of the eligible applicant's and the Agency's contribution to the overall cost of the project may not exceed $1,000.

Storefront Awning Replacement Program

The Awning Replacement Program has been established to provide financial assistance to property owners or tenants of commercial buildings located within the boundaries of the Redlands Redevelopment Project area.  The program will assist in replacing any legally existing deteriorated awning and/or appurtenant framework, improvements and/or parts.  Eligible applicants can receive a rebate of up to 50% of the costs.  In addition, the sum of the Eligible Applicant's and the Agency's contribution to the overall cost of the project cannot exceed $1,000.

Storefront Anti-Graffiti Film Installation Program

The Anti-Graffiti Film Installation Program has been established to provide financial assistance to property owners or tenants of commercial buildings located within the boundaries of the Redlands Redevelopment Project area to install anti-graffiti film on the ground level glass windows or doors of their buildings that face a public street.  Eligible applicants may receive a rebate for up to 50% of the cost of any eligible work.  In addition, the sum of the eligible applicant's and the Agency's contribution to the overall cost of the project may not exceed $1,000.

Storefront Repainting Program

The Storefront Repainting Program has been established to provide financial assistance to property owners or tenants of commercial buildings located within the boundaries of the Redlands Redevelopment Project area to repaint any exterior building surface visible from a public street for the purpose of correcting an actual code violation or possible code deficiency.  Possible code violations means a condition determined by Program staff that a building has a defective exterior paint condition that could warrant a code violation pursuant to the Redlands Municipal Code.  Applicants eligible for participation in the Program may receive a rebate from the Agency for up to 50% of the costs of repainting any Eligible Repainting surface.  In addition, the sum of the Eligible Applicant's and the Agency's contribution to the overall costs of the project may not exceed $1,000.
