Redevelopment, under the California Community Redevelopment Law (CCRL), is one of the few remaining tools available in which a city can retain funds to help reverse deteriorating and/or inadequate conditions of its streets, public facilities, housing, and infrastructure. Communities with limited financial resources can use redevelopment as an effective tool to initiate public capital improvement projects, property rehabilitation, and private development and investment that could not be accomplished by other public or private means.

Redevelopment has been one of California's most effective economic development tools used to breathe new life into areas which are negatively impacted by a number of physical, environmental, and economic conditions that inhibit new investment by private enterprise.

Redevelopment under the CCRL is one of the last available processes which has the authority, scope and finances to help provide the necessary stimulus to reverse deterioration trends and create a positive image for participating communities.

City of Redlands

Redevelopment Director Dan Hobbs has served as City Manager of three California cities ranging in size from 82,000 to 450,000. He has also served as a RDA Executive Director; and as Executive Director of a Community Development Agency. During his career, he has overseen the creation of an Economic Development Corporation; a new Empowerment Zone; a successful neighborhood revitalization strategy; and the refinancing of an RDA. 

History of Redlands 

Settled in 1881 and incorporated in 1888, the City of Redlands is one of Southern California's premier historical communities. It is one of the most prosperous and well educated places in San Bernardino County. The 2005 U.S. Census Bureau American Community Survey shows the average family income in Redlands is $86,178; 30.9% of Redlands families were in the $100,000 and above income group in 2005, with 43% of all families earning over $75,000. With a median age of 33.4 years and nearly 40% of its residents holding Bachelors, Masters or other professional degrees, it is no surprise that job growth rates in Redlands exceed the Inland Empire region as a whole - in 2004 when the region's 5.5% job growth rate led California, Redlands grew by 5.9%.
